Housing starts in Scotland were at their lowest level since 1996 in the first quarter of 2025, indicating that there’s a real problem in creating new supply in the country.

Supply could be created by upping council housing, as well as incentivising more private developers to start new projects.

Paul Hilton, chiefe executive of ESPC, said: “Scotland has been in a national housing emergency for over a year, yet we are seeing a woeful lack of action from the Scottish Government.

“We are not at risk of a crisis, we are living in one with the single biggest exacerbating issue being lack of supply across all housing sectors. The latest housebuilding stats illustrate this with stark reality and must act as a wake up call.

“There is no silver bullet here, but we need immediate action to tackle the root cause of the emergency.

“The only way out of this is to build, build, build.”

Housing completions are at their lowest level since 2013.
