{"id":1642,"date":"2025-07-16T05:53:53","date_gmt":"2025-07-16T05:53:53","guid":{"rendered":"https:\/\/second-home.uk\/?p=1642"},"modified":"2025-07-16T05:53:53","modified_gmt":"2025-07-16T05:53:53","slug":"pets-charity-slams-house-of-lords-pet-change-in-renters-rights-bill","status":"publish","type":"post","link":"https:\/\/second-home.uk\/?p=1642","title":{"rendered":"Pets charity slams House of Lords pet change in Renters\u2019 Rights Bill"},"content":{"rendered":"<p>Pets charity AdvoCATS has spoken out after the House of Lords amended the Renters\u2019 Rights Bill so tenants will have to pay an\u00a0<a href=\"https:\/\/www.propertywire.com\/news\/tenants-will-have-to-pay-extra-deposit-to-keep-pets\/\" target=\"_blank\">additional three-week deposit instead of taking out insurance<\/a>.<\/p>\n<p>The charity said the Lords\u2019 reasonings for the change was baffling \u2013 as the move to scrap pet damage insurance was firstly blamed on affordability, and secondly on the market not being ready for such policies \u201cat scale\u201d.<\/p>\n<p>Jen Berezai, founder of AdvoCATS, said: \u201cLet\u2019s debunk that second reason straight away.<\/p>\n<p>\u201cNo one within the specialist insurance market inside the private rental sector was consulted about their readiness.<\/p>\n<p>\u201cThere are products in development now, both for landlords and for tenants. The bill\u2019s implementation period would have allowed for further policies to be brought to market.<\/p>\n<p>\u201cThere\u2019s been a lot of behind-the-scenes preparation by the industry in anticipation of the Renters Rights Bill becoming law, and this last-minute amendment has left them, and us, stupefied.\u201d<\/p>\n<p>Berezai estimated that pet damage insurance for tenants starts at \u00a32 a month for \u00a33,000 worth of cover, with a landlord policy costing the same for \u00a35,000 of cover.<\/p>\n<p>As such, the affordability argument doesn\u2019t make much sense.<\/p>\n<\/p>\n<p>The second amendment voted on by the peers \u2013 to introduce a separate pet deposit of three weeks\u2019 rent \u2013 is far more costly for tenants than taking out insurance.<\/p>\n<p>Berezai added: \u201cThis is nonsensical. The average rent in England is \u00a3270 a week, which means pet owning tenants would need to find around \u00a3810 extra deposit up front, a huge additional expense.<\/p>\n<p>\u201cIt\u2019s also geographically disproportionate, why should someone, in say the Home Counties, have to pay significantly more pet deposit than someone here in the East Midlands? Rent itself is subject to market forces, a pet deposit shouldn\u2019t be.\u201d<\/p>\n<p>While the insurance amendment was proposed by the government, the introduction of a pet deposit came from the Lords.<\/p>\n<p>As such, Berezai said there\u2019s a hope it won\u2019t go through both chambers, while the government has stated the insurance issue will be kept under review.<\/p>\n<p>Berezai acknowledges \u201cthat\u2019s one glimmer of hope on the horizon\u201d.<\/p>\n<p>She said: \u201cDamage insurance is favoured by landlords and tenants alike, giving the former more financial cover and being financially viable for the latter.<\/p>\n<p>\u201cWe can only hope common sense will ultimately prevail.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pets charity AdvoCATS has spoken out after the House of Lords amended the Renters\u2019 Rights Bill so tenants will have to pay an\u00a0additional three-week deposit instead of taking out insurance.
