It\u2019s not just big developers; many ordinary buyers, landlords, and renovation-project owners are affected.<\/p>\n<p>A home is deemed in serious disrepair in Wales if it has no working kitchen, no bathroom and unsafe electronics.<\/p>\n<p>Sean Swimby, director and founder of SCA Tax, said: \u201cPeople assume that if they\u2019re buying a home, they must be paying residential rates.<\/p>\n<p>\u201cBut if the property was in such poor condition that it couldn\u2019t be lived in \u2013 no working kitchen, no bathroom, or unsafe electrics \u2013 it may qualify for much lower non-residential rates.
